Life jackets for everyone
Enough, sized for children if children are aboard, and reachable rather than locked away.

Ask how the captain contacts the harbour. Mobile signal is not a substitute in the strait.

A real first-aid kit
There is no medical facility on Rinca and evacuation to Labuan Bajo takes 30–45 minutes at best.

Crew count
A captain alone on a boat carrying twenty people is a staffing answer, not a safety one.
Weather Decides More Than Equipment
The most common safety event on this route is a postponed crossing, and it is the system working. Captains and the harbour make that call together, usually on the morning of departure.
An operator willing to sail when the harbour says otherwise is telling you something about every other decision they make. A cancelled day is cheaper than the alternative.

The trekking rules are safety architecture, and they are not negotiable at the ranger post.
Distance is set for you
The ranger judges it on that animal, that day. It is not a matter of personal confidence.
If one approaches
Stand still, stay behind the ranger, do not run. Rangers carry a forked stick to redirect an animal.
Heat first
Dehydration and sun exposure cause more trouble on the trail than the dragons do.
